Making Complex Systems Publicly Legible

A visual systems thinking practice for reconstructing how history, power, relationships, and feedback produce the conditions we inherit, and for preparing wiser interventions and more credible transitions.

Most public problems arrive already compressed.

A school closes. A bridge fails. A neighborhood becomes unaffordable. A public agency misses a warning. A hospital discharges someone into homelessness. A watershed becomes contaminated. A policy produces the opposite of its stated intention.

By the time the event reaches public attention, it has usually been reduced to a headline, statistic, controversy, or argument about blame.

The visible incident becomes the whole story.

But the incident is rarely the whole system.

Behind it sits a longer history: decisions made years earlier, resources allocated elsewhere, responsibilities divided among institutions, warnings ignored or misunderstood, incentives that rewarded locally rational behavior, communities excluded from decisions, and inherited narratives that made the resulting harm appear normal, inevitable, or impossible to prevent.

The system may be highly consequential while remaining almost impossible to see.

Forensic Systems Cartography is being developed in response to that problem.

It is a practice for investigating how complex systems produce their outcomes and for making those systems visible enough that people can reason, deliberate, organize, and act together with greater clarity.

It combines systems thinking, visual facilitation, historical reconstruction, investigative inquiry, participatory sensemaking, information design, power analysis, and intervention strategy.

Its central proposition is simple:

Before we attempt to change a system, we should become more capable of seeing what the system is, how it became this way, whose knowledge it contains, whose interests it serves, and where responsibility and authority actually reside.

This is not an argument for endless analysis.

It is an argument for better orientation before intervention, and for continuous learning after intervention begins.

A Working Definition

Forensic Systems Cartography is an emerging visual systems thinking practice for reconstructing, representing, investigating, communicating, and collectively interpreting the hidden structures, histories, relationships, power dynamics, and causal processes that produce consequential social, ecological, institutional, technological, cultural, and political outcomes.

Its purpose is not merely to produce systems maps.

Its purpose is to make complex systems publicly legible.

Public legibility means that people who occupy different positions within a system can begin to see:

How the present condition was produced
What forces sustain it
How consequences travel
Where knowledge accumulates or disappears
Who possesses authority
Who carries responsibility
Who benefits
Who bears the risk
What previous interventions changed
What they failed to change
Where different forms of intervention may now be possible

A forensic systems map is therefore not a neutral picture of everything.

It is an evidence-informed visual argument about what matters, how elements relate, and what account of the system is most credible given the available knowledge.

It must remain open to challenge.

It must show uncertainty.

It must acknowledge its perspective.

It must be revisable when new evidence, experience, or interpretation enters the field.

Why "Forensic"?

The word forensic commonly evokes criminal investigation: evidence, laboratories, clues, timelines, and the reconstruction of events.

That association is useful, but incomplete.

The older meaning of forensic is connected to the forum: knowledge prepared for public reasoning, deliberation, and judgment.

This is closer to the intended meaning.

Forensic Systems Cartography does not begin by assuming that every systemic failure has one villain, one crime, or one decisive moment. Complex systems frequently produce harmful outcomes through distributed action and inaction. Many actors may behave according to their roles while the larger arrangement consistently produces results that almost nobody openly claims to want.

The forensic task is to reconstruct that arrangement.

It asks:

What happened?
What preceded it?
Which conditions made it likely?
What signals existed?
Who perceived those signals?
Who had the authority to act?
Who was expected to act but lacked capacity?
Where did communication fail?
Where did responsibility become fragmented?
What alternatives were available?
Which outcomes were foreseeable?
Which harms were displaced onto people or places with the least power to refuse them?

Forensic inquiry gives the practice a disciplined orientation toward evidence, sequence, preventability, consequence, and responsibility.

It does not require certainty where certainty is unavailable.

It requires intellectual honesty about what is known, disputed, inferred, missing, and deliberately obscured.

Why "Systems"?

The visible event is often an entrance into a much larger architecture.

A person cannot access housing, but the relevant system may include zoning, wages, property ownership, credit, land values, disability, transportation, construction costs, taxation, insurance, public benefits, neighborhood politics, and historical exclusion.

A student appears disengaged, but the relevant system may include curriculum, identity, trauma, family economics, school climate, transportation, disability support, teacher capacity, testing, digital media, and the future the student believes education is preparing them to enter.

A community fails to evacuate during a disaster, but the relevant system may include trust, language access, mobility, work obligations, public warnings, animal care, prior false alarms, road capacity, telecommunications, disability, immigration status, and memories of previous institutional failure.

Systems thinking directs attention away from isolated objects and toward relationships.

It examines:

Feedback loops
Information flows
Delays
Constraints
Incentives
Dependencies
Boundaries
Stocks and flows
Path dependence
Adaptation
Emergence
Unintended consequences
The interaction of multiple scales over time

Forensic Systems Cartography builds on this tradition while insisting that social systems are not merely technical structures.

They are also historical, political, cultural, embodied, ecological, and moral arrangements.

Their diagrams must therefore include more than nodes and arrows.

They must be capable of representing memory, exclusion, legitimacy, narrative, place, conflict, loss, care, and unequal exposure to consequence.

Why "Cartography"?

Cartography is not simply drawing maps.

It is the practice of creating orientation within terrain that exceeds the observer's immediate perception.

A map selects.

It establishes scale.

It marks boundaries.

It distinguishes foreground from background.

It names features.

It makes routes visible.

It warns of hazards.

It shows relationships that cannot be perceived from one position on the ground.

It also leaves things out.

Every map is shaped by purpose, perspective, available evidence, convention, and power.

Forensic Systems Cartography adopts this cartographic responsibility explicitly.

It asks not only:

What should the map show?

But also:

Who needs the map?
Who is represented by it?
Who is exposed by it?
What action might it enable?
What false certainty might it produce?
What remains beyond its edge?

The cartographic metaphor also emphasizes navigation.

The objective is not to admire complexity.

The objective is to help people move through it.

A useful systems cartography should increase the capacity to orient, communicate, compare interpretations, locate agency, and make more responsible choices.

Visualization Is Part of the Inquiry

In many forms of research, analysis happens first and visualization is added later to communicate the findings.

Forensic Systems Cartography takes a stronger position:

Visualization is part of thinking itself.

Drawing a relationship can expose a contradiction.

Constructing a timeline can reveal that a supposedly sudden crisis developed over decades.

Placing authority and responsibility on the same map can show that the people held accountable lack the power to change the outcome.

Mapping resource flows can reveal that stated priorities and actual investments move in opposite directions.

Layering community experience over an official process diagram can show that the system described by institutions is not the system encountered by the public.

The image is not merely an illustration of knowledge already complete.

It is an instrument through which knowledge is generated, compared, contested, and revised.

Another may require geography, resource flows, competing narratives, and an exploded diagram.

The form should reveal the system rather than force the system into a predetermined template.

The Four Movements

Forensic Systems Cartography is currently organized around four recurring movements.

They are not rigid stages. They are fields of inquiry that inform one another.

1. Where the System Breaks

The inquiry begins with consequence.

Where does someone encounter failure, harm, exclusion, delay, danger, contradiction, or abandonment?

Who experiences the break?

What does the break look and feel like from different positions?

What becomes visible at the moment the system can no longer conceal its operation?

This first movement grounds the analysis.

It prevents the system from becoming an elegant abstraction detached from lived experience.

But the visible break is treated as a point of entry, not a complete explanation.

Do not mistake the place where harm appears for the place where harm originates.

2. Failure Over Time

The second movement reconstructs the history.

How did the present condition become possible, probable, and eventually normal?

What policies, investments, exclusions, cultural narratives, technological choices, professional practices, ownership arrangements, and missed opportunities accumulated over time?

Which previous interventions altered the system?

Which were absorbed?

Which produced unintended consequences?

Which alternatives were abandoned, suppressed, or never adequately resourced?

This movement makes path dependence visible.

It helps explain why a system that many people recognize as dysfunctional can remain remarkably stable.

Many crises are long histories disguised as sudden events.

3. Who Owns the Problem?

The third movement maps the architecture of power and responsibility.

Who has decision rights?

Who controls resources?

Who possesses relevant knowledge?

Who administers the system?

Who can delay, block, redefine, or authorize action?

Who is expected to manage the consequences?

Who benefits from the current arrangement?

Who remains outside the formal map while performing the labor that keeps the system functioning?

This is where distinctions among power, authority, responsibility, mandate, legitimacy, capacity, proximity, risk, and accountability become essential.

One recurrent systemic pathology appears when:

Responsibility is pushed downward while authority and resources remain concentrated elsewhere.

Another appears when many organizations each own one fragment of a problem but nobody is responsible for the behavior of the whole.

4. The Redesigned System

The fourth movement asks what would have to become different.

It does not begin with a preferred product or singular solution.

It examines relationships.

What would need to change in:

Ownership
Decision rights
Maintenance

The distribution of risk

The purpose is not to produce a perfect image of a future system.

It is to identify the structural conditions under which different outcomes become more likely.

This is where Forensic Systems Cartography meets Intervention Design Thinking and Transition Design.

The Discipline of Legibility

Systems Change is the broader territory.

It includes the study and practice of transformation, adaptation, emergence, resilience, institutional evolution, transition, collapse, repair, and regeneration.

Forensic Systems Cartography contributes a specific capability to this wider field:

The disciplined production of shared systemic legibility.

Systems-change practitioners frequently encounter a paradox.

Everyone agrees that the issue is complex, but participants are operating from profoundly different pictures of the system.

One person sees a policy failure.

Another sees a cultural failure.

Another sees a market failure.

Another sees a legacy of colonialism.

Another sees inadequate implementation.

Another sees institutional capture.

Another sees the consequence of individual decisions.

Each may hold part of the truth.

Without a shared visual environment in which these interpretations can be placed, related, tested, and contested, "systems thinking" can remain a declaration of complexity rather than a collective capacity to reason within it.

FSC attempts to provide that environment.

Its success is not measured by whether everyone agrees with the map.

A useful map may reveal genuine disagreement more clearly.

Success means the disagreement becomes more specific, evidence becomes more inspectable, missing perspectives become easier to identify, and strategic choices become more accountable.

Relationship to Transition Design

Transition Design is concerned with intentional movement from entrenched and unsustainable conditions toward more desirable, equitable, and ecologically viable futures.

It works across long horizons.

It recognizes that transitions require changes in everyday practice, institutions, infrastructures, technologies, economies, values, and social imaginaries.

Forensic Systems Cartography contributes to this work by strengthening orientation.

Using the nautical metaphor:

Transition Design charts possible passages and future destinations.
Forensic Systems Cartography investigates the inherited vessel, reads the waters, reconstructs previous navigation, and makes hazards and forces visible.

Transition Design asks:

Where might we go, and what pathways could carry us there?

FSC asks:

Where are we actually starting from, what has shaped this position, and which forces will affect every attempted passage?

The distinction should not be overstated.

Transition Design already contains substantial historical, systemic, stakeholder, and intervention analysis.

FSC may ultimately prove to be a specialized instrument inside that larger practice rather than an independent field.

That remains an open question.

Its potential contribution lies in a more specific emphasis on:

Forensic reconstruction
Public explanation
Visual evidence
Responsibility architecture
The relationship between official accounts and lived systems
The production of maps that can travel beyond expert workshops into public discourse

Relationship to Intervention Design Thinking

Intervention Design Thinking asks how intentional action enters and alters complex systems.

It is concerned with:

Where intervention is possible
Who is positioned to intervene
What forms of power are available
Which scales must be engaged
What mechanisms can change direction
How multiple interventions interact
How practitioners remain responsible for consequences over time

FSC and IDT therefore operate as closely coupled practices.

FSC develops the map.

IDT designs the maneuver.

FSC asks:

What is producing the current outcome?
Where is the system brittle or locked?
What has already been tried?
Where are authority and responsibility misaligned?
What evidence suggests leverage?
What counterforces are likely to respond?

IDT asks:

Which actors can move?
From which positions?
At what scale?
Through top-down, bottom-up, middle-out, inside-out, or outside-in action?
Using what combination of authority, relationship, narrative, infrastructure, finance, refusal, protection, or coordination?
How should interventions be sequenced?
How will consequences be observed and incorporated?

The relationship is recursive rather than linear.

New interventions generate new evidence.

New evidence changes the map.

The revised map alters the next intervention.

See the system.
Design the intervention.
Observe the response.
Revise both map and strategy.

What FSC Is Not

Forensic Systems Cartography is not simply a more dramatic name for a systems map.

It is not an infographic style.

It is not a decorative layer placed over research.

It is not a process for identifying one villain behind every failure.

It is not a claim to omniscience.

It is not a neutral view from nowhere.

It is not a substitute for organizing, policy, technical expertise, governance, or lived knowledge.

It is not complete when the final diagram is published.

A map may clarify a system while changing nothing.

It may expose a problem while transferring risk to the people already carrying the greatest burden.

It may help institutions perform transparency without redistributing authority.

It may create false confidence through visual polish.

The practice must therefore be judged not only by the beauty or coherence of its artifacts, but by the quality of its evidence, participation, ethics, interpretation, and consequences.

Ethics of the Map

Every systems map is itself an intervention.

It directs attention.

It establishes relevance.

It names some actors and obscures others.

It may expose wrongdoing, challenge institutional narratives, alter public understanding, or change who is considered responsible.

Forensic Systems Cartography therefore requires an explicit ethics of practice.

Before mapping, we should ask:

Who commissioned the inquiry?
Who is affected by the system?
Who has been invited to interpret it?
Whose knowledge is treated as evidence?
Who controls publication?
What claims can be substantiated?
Where is uncertainty?
Who may be placed at risk?
What information should remain protected?
Who can challenge the representation?
What obligations arise once harm becomes visible?
What mandate exists to recommend or pursue change?

Particular care is required when working with:

Personal testimony
Trauma
Vulnerable communities
Indigenous or place-based knowledge
Confidential records
Ongoing legal conflicts
Institutional whistleblowers
Information whose publication may produce retaliation

The desire to make a system visible does not automatically confer the right to expose every part of it.

Its claims should be treated as hypotheses to test rather than truths to defend.

What happens after a map enters public circulation?

Can it also intensify conflict, misrepresent communities, or be appropriated by powerful actors?

Comparison

What does FSC reveal that rich pictures, gigamapping, Transition Design mapping, causal-loop diagrams, investigative journalism, or participatory action research do not?
Where is it genuinely distinct?
Where is it simply a useful synthesis of existing practices?

A Program of Testing

The practice should be developed through comparative and public experimentation.

An Invitation to Local Pilots

Generalized expertise is not enough to navigate specific waters.

Every system contains people who know its currents from the inside.

They know where the official process and lived process diverge.

They know which warnings are ignored.

They know which relationships make the system function despite its formal design.

They know what previous reforms promised and what actually happened.

They may be frontline workers, residents, elders, organizers, public servants, caregivers, tradespeople, students, historians, cultural practitioners, or informal community leaders.

In this practice, we call them local pilots.

A maritime pilot boards a vessel entering difficult or unfamiliar waters. The captain may retain formal authority, but the pilot carries situated knowledge of currents, reefs, tides, channels, and harbor conditions.

Forensic Systems Cartography depends on this kind of knowledge.

Local pilots are not simply "stakeholders" invited to validate a map made elsewhere.

They should help determine:

What the system is
What evidence matters
What histories must be included
What cannot ethically be published
How the map should be interpreted
Where intervention may be possible

It is premature to declare Forensic Systems Cartography a new academic field.

FSC does not yet possess these in mature form.

For now, it is best described as:

An emerging visual systems thinking practice and open research program within the wider ecology of systems change and transition-oriented design.

It may mature into a distinct methodological field.

It may remain a specialized instrument inside Transition Design or systemic design.

It may hybridize with public-interest journalism, visual facilitation, participatory research, and civic education.

Its eventual classification matters less than its actual usefulness.

The work should earn its name through practice.

The Working Proposition

Forensic Systems Cartography is the visual systems thinking practice of making complex systems publicly legible, revealing how history, power, relationships, narratives, institutions, and feedback produce present conditions so that wiser interventions and more credible transitions become possible.

It exists between diagnosis and design.

Between evidence and imagination.

Between the official chart and the waters people actually inhabit.

Its task is not to eliminate complexity.

Its task is to create enough shared orientation that complexity no longer functions as an excuse for confusion, inaction, or unaccountable power.

See the system before steering it.
Trace the history before declaring the crisis sudden.
Map responsibility before assigning blame.
Locate power before inviting participation.
Design intervention without pretending control.
Stay long enough to learn from the consequences.

Forensic Systems Cartography is not a finished answer.

It is an emerging practice for asking better questions in public, and for drawing maps adequate to the systems we are trying to change.
